Mr. Themba Mathibe

Chief Executive Officer

Before commencing his role as Acting CEO at the JDA, Mr. Themba Mathibe held key positions in various organizations. He served as Deputy Director at the City of Johannesburg, Group Governance, Acting Head of Department at the Johannesburg Road Agency, and Chief Operations Officer (COO) of the Johannesburg Social Housing Company (JOSHCO). His wealth of expertise and experience significantly contributed to advancing JOSHCO’s mission of developing sustainable housing solutions for the residents of the City of Johannesburg.

Mr. Mathibe holds five academic qualifications of which three are Masters degrees : a Master of Laws (Commercial and Business Transaction Law), from Wits University, and a Master of Laws in Public Policy and Infrastructure Procurement from Stellenbosch University. He recently completed a Master of Management in Public Finance and Development Economics awaiting research ext’ results.

His past leadership roles, industry knowledge, and significant achievements are noteworthy. He is committed to fostering a collaborative and innovative environment, driving excellence, good governance and ensuring the company remains at the forefront of the sector.

Mr. Sinovuyo Mpakama

Chief Financial Officer

Mr. Sinovuyo Mpakama is an accomplished Finance Executive who retains over 15 years of progressive experience across financial roles, 5 years of which have been at Executive Management level.

Beginning his career as a Graduate Trainee in the financial services sector in 2008, Sinovuyo advanced through the ranks to hold various positions in the private sector before joining National Treasury in 2013. With 10 years’ experience in the public sector and an intimate knowledge of the Municipal Finance Management Act and National Treasury Regulations, his most recent role was that of Group Head: Treasury and Financial Strategy at the City of Johannesburg .

He holds a Master of Commerce degree in Finance from the University of the Witwatersrand, a Bachelor of Commerce (Honours) degree in Finance from the University of Cape Town and has attained the Certificate in Municipal Financial Management from the University of the Witwatersrand.

Dr. Tshepo Maota

Chief Audit Executive
Dr. Tshepo is an accomplished audit and risk management professional with over 18 years of diverse industry experience. He holds a Doctor of Philosophy in Management Studies from the University of KwaZulu-Natal (UKZN) and is renowned for his extensive expertise across IT, finance, operational, and ESG auditing. His strategic leadership in auditing has been instrumental in guiding organizations through complex risk landscapes, ensuring robust governance, compliance, and resilience.
 
Throughout his career, Dr. Tshepo has cultivated a comprehensive understanding of global best practices, having worked across multiple geographies and multicultural environments. His ability to align risk management processes with evolving business needs and regulatory frameworks is a hallmark of his approach. As a dynamic leader, he is skilled at integrating cross-functional knowledge to anticipate and mitigate emerging risks, ensuring the long-term sustainability of the organizations he serves.
 

As a thought leader, Dr. Tshepo has contributed to several scholarly publications, which reflect his deep insight into the rapidly changing dynamics of risk management. His academic rigor, combined with practical industry expertise, positions him as a visionary leader capable of driving strategic initiatives that foster operational efficiency and enhance stakeholder value.

Mr. Oupa Nkoane

Executive Manager: Development Planning and Facilitation

Mr. Nkoane has over 20 years of experience in city governance and has played a key role in guiding, facilitating, and planning strategic large-scale projects in various government and private sector agencies.

He has a BA Hons in Development Studies, a Post Graduate Diploma in Development Planning, and a Masters degree in Town and Regional Planning.

Before joining the JDA, he worked at the Development Bank of Southern Africa as a Local Government Analyst, Chief Director for Urban Renewal Programme at then DPLG (now COGTA), Head of City Planning at the City of Tshwane, acted as the City Manager, and also headed the City Development and Planning department in Ekurhuleni before a stint in the Private Sector where he headed Alstom Commercial and Business Development Department as Director.

Ms. Margaret Mazibuko

Executive Manager: Corporate Services

Ms. Mazibuko has a Master of Public Administration, a Bachelor of Education, Training and Development, a Diploma in Education and Project Management, a Skills Development Facilitator Certificate, and a certificate in HR Strategic Planning and Executive Management.

She has extensive experience in the public sector. Before  joining the JDA she worked as Chief Director of Corporate Services at the Department of Labour, Chief Director of Provincial Operations at the Department of Labour, Chief Director of Human Resources Planning and recruitment at the Office of Justice of SA, Director of Human Resources Planning at the Department of Water and Sanitation, Director of Human Resource Administration at Gauteng Department of Infrastructure Development, Manager (Director) Human Capital at Merafong City Local Municipality, Deputy Director HR at Gauteng Department of Education, and Deputy Principal at Gauteng Department of Education.

Thembeka Msane

Company Secretary

Ms. Msane is an Admitted Attorney who holds an LLB degree is a seasonal compliance and governance professional who has worked in various institutions such as UIF as Company Secretary / Legal Advisor, Kalanga Business Consultant as Consultant, KTVR Bus Services as Head of Legal & Company Secretary, Nestle SA as Legal Advisor, Clover Industries as Legal Services & Deputy Co Sec, SAA as Legal Compliance Specialist /Deputy Co Sec, Murphy Kwape & Maritz Attorneys as a Candidate Attorney.

She understands governance systems in SOEs, MOE and Local Government and has knowledge & experience of MFMA, PFMA, Municipal Systems Act, Treasury Regulations, Company Act and King IV.

Amogelang Kgoathe

Senior Project Manager: Project Implementation

Amogelang Kgoathe is an accomplished built environment professional with 13 years of experience in delivering complex infrastructure projects. She joined the Johannesburg Development Agency (JDA) in 2020 as part of the Development Implementation Unit and currently serves as the Senior Development Manager for Portfolio A.

Amogelang holds a Bachelor of Science degree in Construction Management from the University of Pretoria and is a registered Professional Construction Project Manager (Pr. CPM) with the South African Council for Project and Construction Management Professionals (SACPCMP).

Throughout her career, Amogelang has demonstrated exceptional expertise in project planning, execution, and stakeholder engagement across various public and private sector initiatives. Her work reflects a commitment to excellence, ensuring the delivery of projects that align with strategic objectives and contribute to sustainable urban development.

At the JDA, Amogelang oversees a diverse portfolio of infrastructure projects, providing leadership and technical guidance to multidisciplinary teams. Her role is pivotal in ensuring that these developments meet both the city’s growth needs and community expectations.

Amogelang’s passion for urban transformation and her ability to navigate the complexities of construction management have solidified her reputation as a trusted leader in Johannesburg’s development landscape.

Phumla Mkhize

Senior Project Manager: Project Implementation

Phumla Mkhize brings a wealth of experience in construction and project management, spanning over two decades in the infrastructure development sector.

Her career began in 2004 as a Site Agent at Rumdel Construction in Durban, where she played a key role in implementing the Warwick Triangle viaduct project, a critical infrastructure initiative ahead of the 2010 FIFA World Cup. Following the successful completion of this project, she assumed the same responsibilities for the construction of the KwaMbonambi Interchange for SANRAL.

In 2011, Phumla transitioned to SSI Engineers (now RHDHV), managing high-impact projects for SANRAL and the KwaZulu-Natal Department of Transport. Her role included serving as a Contracts Engineer, where she oversaw contractors and handled contract administration.

In 2015, Phumla relocated to Gauteng and joined RHDHV’s Woodmead office. There, she took on dual roles as Contracts Engineer and Project Manager, managing the Phase 1C Rea Vaya BRT Roadways on behalf of the Johannesburg Development Agency (JDA) and leading projects for other clients, including Lonmin. Her expertise and leadership led to her promotion as Head of Construction Management for the Northern Region.

In 2017, Phumla joined the JDA as a Senior Development Manager, where she took charge of the BRT and Transportation portfolio. In this role, she has been instrumental in delivering transformative infrastructure projects that enhance mobility and connectivity within Johannesburg.

Phumla’s extensive experience and dedication continue to contribute significantly to the successful implementation of impactful development initiatives.

Noluthando Mashamaite

Senior Project Manager: Project Implementation

Noluthando Mashamaite is an experienced construction management professional with a solid track record in delivering impactful infrastructure and housing projects. She brings a wealth of expertise to her role as Senior Project Manager: Project Implementation at the Johannesburg Development Agency (JDA).

Her professional journey includes a pivotal tenure at the Johannesburg Social Housing Company (JOSHCO), where she served as Acting Programme Manager: Implementation and Contracts Manager. During this time, Noluthando was instrumental in managing complex housing initiatives, ensuring quality delivery, and driving projects that addressed Johannesburg’s social housing needs.

Before joining JOSHCO, Noluthando worked at the KwaZulu-Natal Department of Public Works as a Candidate Construction Project Manager. There, she gained foundational experience managing public sector projects, sharpening her skills in stakeholder coordination and the implementation of infrastructure solutions that meet community and government requirements.

Noluthando holds a BSc in Construction Management and a BSc (Honours) in Construction Management. She is also a registered Professional Construction Project Manager (Pr. CPM) with the South African Council for Project and Construction Management Professionals (SACPCMP).

With a passion for urban transformation and infrastructure development, Noluthando excels in navigating the complexities of construction projects, from inception to completion. Her ability to balance technical expertise with stakeholder priorities makes her a valued leader in the delivery of sustainable and high-impact projects within Johannesburg.
