SALARY SCALE R 746 403.00 – R 1 119 604.00 INCLUDING BENEFITS

Purpose of the position: To manages the key performance areas and results in indicators contributing to integrated architectural solutions and outputs through the provision of a professional Structural Engineering management service encompassing implementation of technical structural engineering principles and procedural applications that support the broader scope and objectives related to the design and development of a safe and efficient built environment.

Key Responsibilities:

  • Forward planning and Project Management:
    • Conceptualize and prepare projects for implementation in consultation with line manager and Executive Manager.
    • Manage the development and application of uniform construction standards and specifications for roads infrastructure projects.
    • Oversee the implementation and recording of materials testing.
    • Liaise with all role players (industry, educational, institutional and governmental) regarding the development, implementation and monitoring of construction standards.
    • Provide technical lead in proposal preparations, Define technical resources requirements for successful work execution, Perform final review and approval or audits on new engineering designs according to design principles, Set maintenance standards specifications and service levels according to organizational objectives to ensure optimum operational availability.
    • Compile risk logs and manage significant risk and provide technical consulting services for the operation on engineering related matters, Allocate, control, monitor expenditure according to budget, check tender documentation for inviting tenders.
    • Monitor the performance of and exercise control over appointed consultants in connection with the design and execution of work, as well as maintenance to existing structures and infrastructure and scrutinize and approve fee accounts of consulting engineers.
    • Mentor, train and develop candidates and related technical personnel to promote skills/knowledge transfer. Develop, implement and monitor work systems and processes to ensure efficient and effective functioning.
  • Contract Management:
    • Guiding the drafting, adjudication, and reporting processes with regards to contracts/ tenders and verifying details, terms and conditions, specifications, etc. comply with laid down policies, regulations, and procedures.
    • Participating in the appointment process and briefing parties (consultants/ contractors, etc) on the terms and scope of such appointments and, evaluating, investigating, and approving submissions on progress, performance, and costs.
    • Monitoring Contractor performance against agreed terms and conditions through ongoing interaction with site personnel, on-site inspections, etc., and alerting the Contractor to any acts of nonconformance.
    • Implementing procedures to administer contracts and the processing of completion certificates and, verifying outcomes before approving payment certificates.
    • Evaluating the adequacy of the Council’s Affirmative Procurement Policy in providing opportunities to emerging contractors to develop and enhance their skill base and promote employment at a local level.
    • Resolving technical conflicts and contractual claims and preparing the necessary reports presenting councils’ arguments at arbitration.
  • Civil/Structural engineering- project management:
    • Conceiving, interpreting, and aligning structural concepts during the design phase towards accomplishing synergy between structural form and structural efficiency.
    • Evaluating work in progress and intervening in critical phases to remedy and/ or align outputs and/ or responding to problems and providing guidelines/ solutions using knowledge of physics or structural behavior.
    • Inspecting and monitoring engineering and construction outputs to verify applicability/ conformity to various codes, regulations, and approved designs addressing key issues relating to force systems, static equilibrium, stress and strain, and statical determinacy in elementary and, complex forms of complete structures.
    • Authorising Work Orders and requisitions and, preparing and certifying payments for major and minor Structural Engineering works.
  • Relationship management and communication:
    • Participating in various meetings (council, internal and external forums) and providing comments/ opinions on matters affecting or concerning the functionality.
    • Responding, through the collection of factual information and/ or conducting the necessary investigation/ research, to inquiries and concerns on service delivery.
    • Collaborating with external departments/ agencies on complex issues associated with building maintenance applications and principles to align internal processes.

Education and Experience:

  • Matric/Grade12
  • Minimum Bachelors’ Degree in relevant built environment field (i.e. Civil Engineering, Structural Engineering, Industrial Engineering or Urban Planning) or related NQF Level 7.
  • Minimum 5-7 years’ experience in Urban Planning, Civil Engineering design experience or Construction related experience.
  • Knowledge of Occupational Health and Safety, Civil/Structural Engineering Soft wares, MFMA and Supply Chain Management
  • Professional or Candidate registration with the relevant industry body (ECSA or similar) is mandatory.
