Executive Manager: Development Planning and Facilitation

Purpose of the position: Reporting to the Chief Executive Officer, the successful candidate will provide strategic leadership by managing the business unit and working with the CEO and Board of Directors, to lead urban planning, development, facilitation and the promotion of new strategic capital investment in previously marginalized areas. This role will facilitate raising of profiles of key areas within the City in the Council’s future spatial budgets.

Key Responsibilities: The role will contribute to a JDA wide understanding of the space-economy in Johannesburg within the Gauteng City Region (including population trends, geography, land markets, and transport and mobility). Manage and oversee th development of project concept, pre-feasibility and cost benefit analysis of potential projects, thus ensuring thorough planning processes. Review project plans for implementation and clearly define project cycle and results chain (outputs/ outcomes/ impact/ interventions). Manage, review and update neighbourhood or precinct level plans (in the form of urban development frameworks and capital investment plans) for future development areas for the JDA. Stimulate local economies and boost job creation and entrepreneurial development in the CoJ. Share and facilitate information on investment opportunities within the CoJ. Oversee and participate in liaising and networking with strategic stakeholders to secure private investors within the CoJ. Provide strategic leadership, coordination capacity, and analytical and negotiating skills to promote investment, establish and communicate shared development visions, and prepare a pipeline of implementation-ready property developments and capital works projects.

Education and experience: A Bachelor’s degree or equivalent in Built environment. Master’s degree in Development/Urban Planning/ MBA will be an advantage. Registration with relevant professional body. Minimum of 10 years’ experience and 3 in a senior/executive management role in various industries. An experience in urban development and capital project management through partnership with public, private and community sector. Understanding of local, provincial and national government environment. Strong visionary with proven leadership qualities. Extensive knowledge of legislation, Acts, Bills, Regulations and amendments thereto, trends, theories and practices underlying Development Facilitation related information.

Senior Manager: Human Capital Operations and Talent Management

PURPOSE OF THE POSITION: Reporting to the Executive: Corporate Services, the role will lead and direct a comprehensive Human Capital Management service across the organisation, to enable and support business strategy in accordance with Human Capital best practices, applicable legislation and policies.This will include: talent acquisition,talent management, performance management, change and culture management, remuneration, and Human Capital administration.

KEY PERFORMANCE AREAS: The role will be responsible to provide Strategic Human Capital Leadership by developing the Human Capital (HC) strategy in alignment with the Corporate Services strategy and overarching organisation’s strategic objectives

  • Drive strategic direction and innovation and sustainable HC practices
  • Establish a framework for HC governance. Human Capital Optimization: Provide a platform for the optimisation of JDA staff driving a culture of performance excellence and providing constructive and positive feedback
  • Lead and oversee change management initiatives according to best practice
  • Human Capital Planning: Formulate and review Human Capital policies, code of conduct, and operational procedures in accordance with applicable legislation and Human Capital management best practice
  • Talent Acquisition: Manage recruitment, selection and placement across the organization, to acquire the required skills in line with business needs
  • Drive employment equity plan through the recruitment process, and monitor alignment to the EE plan. Performance Management: Manage the entire performance management system to create a high performance culture. Formulate a reward strategy and policy for the organisation that attracts, motivates and retains staff and ensure alignment with the appropriate legislation
  • Implement and maintain a job grading and remuneration system.

Education and experience required:

  • Minimum Bachelor’s degree in HR/Industrial Psychology or equivalent

Senior Manager: Financial Management

PURPOSE OF THE POSITION: Reporting to the Chief Financial Officer, the role will manage the accurate and timeous preparation of accounting records and financial reports, and the day-to-day transactional accounting functions, in accordance with relevant accounting standards and applicable prescripts. To manage cash fl ow, forecasting, audit preparation, taxation and asset management in accordance with legislation and regulations.

KEY PERFORMANCE AREAS: The role will be responsible for the entire financial management. Revise and update financial policies and procedures, and monitor compliance therein

  • Monitor the performance of annual forecasting
  • Manage the timeous and accurate submissions of National Treasury returns
  • Provide input for the purpose of quarterly reports. Debt Management: Monitor the timeous following up of outstanding debts
  • Monitor the follow-up on any unpaid invoices issued at the annual auction
  • Liaise with client departments within the City to resolve any queries that have been escalated
  • Financial Reporting: Review consolidated financial information received from the Accountants, and prepare financial reports (i.e. management accounts, fi nancial statements, etc.) for
    submission to the CFO
  • Compile and submit monthly financial reports to the CFO on National Treasury and Budget Office
  • Asset Management: Oversee the maintenance of the fixed asset register for new additions, disposals, asset movements and asset verification
  • Tax Management: Complete all tax-related material
  • Prepare tax calculations and liaise with auditors during year-end audit.

Education and experience required:

  • Minimum Bachelor’s degree in Finance/Accounting or equivalent
  • Any registration with a professional body will be advantageous
  • Minimum 7-10 years’ experience in Financial Management, of which 3 years must be at Senior Management level
  • Sound knowledge of MFMA, Treasury Regulations, GRAP, IFRS and IIA standards
  • Sound knowledge of taxation
  • Sound knowledge of preparation of financial statements
  • Knowledge of Corporate Governance
