Senior Manager: Strategy, Performance, Risk and Administration

Purpose of the position: Reporting to the CEO, the successful candidate will provide strategic direction and leadership to the management and executive management teams, by identifying strategic opportunities that will respond to the CoJ’s focus areas, evaluating the agency’s performance and providing corporate governance oversight. Facilitate and assist managers of the various business units in the identification, analysis and resolution of strategic issues within the business unit.

Key Responsibilities: The role will lead the strategic and administration unit by preparing a 5-year strategic plan for the JDA and delivering an approved business plan every year. Set the long-term strategy and objectives for the Strategy, Performance Monitoring & Evaluation business unit, taking into account economic, social and international variables. Monitor and manage the execution of the business plans and action steps set out in the business plan. Lead the development of a risk management policy and strategy that clearly describes and articulates management stance, philosophy and attitude and vision for risk management. Develop the overall organisational framework for managing risk. Oversee the development, updating and amendments of all legally compliant templates and agreements. Ensure the JDA receives legal support and advice, relevant legal knowledge is filtered through to the agency.

Education and qualification: A Bachelor’s degree or equivalent with a sound legal and regulatory knowledge. Master’s degree or MBA will be an advantage. Approximately 10 years’ experience in a Strategy, Performance Monitoring and Evaluation, Risk, Compliance and Legal environment of which at least 5 years should be management experience. Experience in policy development. Knowledge in Inter-governmental relations, Risk and Compliance management, Corporate Governance, Companies Act, Public Finance Management Act, MFMA, King III, FIC Act and Financial principles, Legislation, Contract law, Commercial law and Common Law, Administrative law, Principles of corporate governance. Knowledge and understanding of government environment both national, provincial and local. Proven management and leadership skills

Executive Manager: Project Implementation

Five (5) year fixed-term performance-based contract. Market related Salary package

Purpose of the position: Reporting to the Chief Executive Officer (CEO), The successful candidate will lead and take full responsibility for the design and implementation of all the JDA’s development projects, as well as ensure that all projects are delivered on time, within budget and to the required standards. He/she will be expected to develop and implement crosscutting systems and procedures, identify and manage all risks associated with project implementation, as well as ensure the efficient handover of all development projects to clients and stakeholders.

Key responsibilities:

  • Provide leadership and management support to the project teams
  • Lead and manage client and stakeholder relationships
  • Ensure that development projects are sufficiently resourced, both internally and externally
  • Review, implement and monitor the JDA Operations Manual to ensure industry best practices and legislative compliance
  • Lead contract management and dispute resolution
  • Ensure that Construction Regulations and Health and Safety requirements are uniformly and consistently applied on all development projects
  • Lead the implementation of an enterprise development programme for SMMEs in the construction industry
  • Ensure that the resourcing of projects with external service providers are done within the relevant legislative frameworks
  • Ensure prudent financial management of all projects
  • Ensure that best practice development principles are applied to all JDA developments projects

Education and experience:

  • A Bachelor’s degree in Engineering, Built environment or equivalent
  • MBA will be an advantage. Registration with relevant professional body. Minimum of 10 years’ experience and 3 in a senior/executive management role in various industries. Extensive experience in capital project management and a record of success at senior level in achievement of operations and delivery of programmes with and through partnership in public, private and community sectors
  • Understanding of local, provincial and national government environment. Strong visionary with proven leadership qualities Demonstrable experience in financial management
  • Extensive knowledge of legislation, Acts, Bills, Regulations and amendments thereto, trends, theories and practices

Chief Audit Executive

Purpose of the position: The successful candidate will provide strategic leadership by managing the internal audit unit. Reporting administratively to the CEO and functionally to the Audit and Risk Committee, the successful candidate will strategically manage, develop, maintain and implement audit measures to minimize risk while ensuring maximum compliance with applicable legislation and regulations within the Johannesburg Development Agency. Provides leadership and management to ensure the mission and core values of the company are put into practice.

Key Responsibilities: Develop a flexible annual audit plan by using an appropriate risk-based methodology and submit to the Audit Committee for review and approval. Plan audits to include key operational data and scope areas as defined by risk assessment and operational audit manual. Manage the preparation of quality reports that clearly highlight internal control weaknesses and risks, as well as areas of strength, identified. Ensure appropriate evaluation and monitoring of corrective actions. Ensure communication of audit results through clear, concise and effective audit reporting. Coordinating the follow-up process of both internal and external audit reports, to ensure the audited unit reports follow-ups on a timely basis and in-line with timelines. Manage the planning and execution of financial audits in line with regulations; audit scope and objectives; verifying audit programmes. Manage the verification and assessment of risks and internal controls by reviewing areas of noncompliance; overseeing manual and automated financial processes; reviewing process weaknesses and inefficiencies and operational issues.

Education and experience: A Bachelor’s degree in Internal Audit/Finance/Accounting or equivalent. A minimum of 10 years’ experience, 3 years at executive level. Extensive knowledge of PFMA, MFMA, Treasury Regulations and IIA standards, internal audit methodologies, tools, systems and procedures, Risk Management Framework, King IV and King Code. Certified Internal Auditor (CIA) and/ or Professional membership with IIA. Understanding of government environment both at national, provincial and local sphere. Sound proven leadership qualities and strong vision.
