DEVELOPMENT FACILITATION SPECIALIST (STRATEGIC SPATIAL/ URBAN PLANNING)

Purpose of the position: To ensure that the identification, conceptualization and development of projects are done in line with the City of Joburg, National and Provincial socio-spatial development objectives, and with the JDA’s, vision and mandate. To identify a pipeline of project opportunities for the JDA by identifying areas of need with client departments, private sector and communities.

KEY RESPONSIBILITIES:

Development Planning:

  • Strategically identify new JDA projects for implementation. Lead the development of new projects that could yield future revenue for the JDA.
  • Review and refine the JDA planning methodology to ensure that best practices are identified and applied.
  • Assess the spatial, social, economic and urban management impact of JDA interventions (Impact Evaluation)
  • Develop project concept, pre-feasibility and cost benefit analyses of potential projects, through planning processes.

Areas Based Development Planning:

  • Coordinate the production of neighbourhood or precinct level plans (in the form of urban development frameworks and capital investment plans) for future development areas for the JDA.

Space Economy:

  • Develop an understanding of the social and space-economy in Johannesburg within the Gauteng City Region (including population trends, geography, land markets, and transport and mobility)
  • Commission research to produce knowledge on JDA development areas and urban development practices.
  • Host and/or participate in industry learning events that discusses research and new practices relating to the social and space economy.
  • Compile reports on population trends, geography, land markets, and transport and mobility.

Urban Design Critique/Review:

  • Ensure that development concepts adhere to urban design strategies, principles, policies and guidelines by critically analysing development design concepts produced by professional teams to check proposed designs are delivering the best possible public space outcomes within time and budget.
  • Oversee the translation of these design concepts into the practical implementation phase.

Stakeholder Relations Support:

  • Develop an understanding of key stakeholders and development partners including their needs and challenges.
  • Advise line management on strategic, targeted and responsive engagement activities.
  • Identify support for the development of key catalytic projects. This may include property owners and developers and project funders.
  • Conduct stakeholder risk analysis, identifying potential conflict areas and mitigate risks.

Education and Experience:

  • Minimum Bachelors Degree in relevant built environment field (i.e. Urban and Regional Planning or Development Planning or related NQF Level 7.
  • Minimum 5-7 years experience in Urban development projects within public sector, private sector, civil society organisations or research bodies.
  • Knowledge of Urban planning processes, Urban design and placemaking policy, Precinct redevelopment processes, legal framework pertaining to urban planning, project management.
  • SACPLAN Professional Registration would be advantageous.

FACILITIES & SECURITY OFFICER

Purpose of the position: To coordinate facilities, cleaning, and security administration services.

KEY RESPONSIBILITIES:

Facilities Administration

  • Communicate facilities instructions by the Manager: Facilities Management to the required facilities’ team
    member/s to action.
  • Administer and coordinate building repairs and maintenance of all plumbing, water, electrical and other related building, and facility infrastructure.
  • Report breakdowns to the Manager: Facilities Management as soon as the breakdowns become apparent.
  • Support the SHE Officer in carrying out regular building assessments.

Cleaning Services:

  • Prepare cleaning schedules for cleaning of JDA facilities and allocate tasks to the Cleaner/s.
  • Monitor the cleaning services of designated areas in the building.

Security Services:

  • Liaise with Security Supervisor to ensure security services are in line with JDA policies and legislation.
  • Alert the Manager: Facilities Management on any security issues.
  • Regulatory and Legislative Compliance:
  • Adhere to company policies and applicable legislation.
  • Monitor compliance of facilities activities to the applicable legislation and regulations

Administration:

  • Coordinate tender and procurement documentation in accordance with supply chain management policy and procedures.
  • Prepare invoices and submit to Finance / SCM for processing and follow up on the timeous payment of invoices.

Education and Experience:

  • Minimum Diploma in Facilities Management / Property Management or equivalent.
  • Drivers License and Grade B Registration with Private Security Industry Regulatory Authority.
  • Understanding of related legislation e.g., Occupational Health & Safety Act, Environmental Legislation.
  • Minimum 3 years Facilities administration experience and supply chain administration experience.

The following position is available for an achievement-oriented individual with initiative and commitment to give substance to the vision.

CHIEF AUDIT EXECUTIVE: Five (5) year fixed-term performance-based contract. Market related Salary package

Purpose of the position: The successful candidate will provide strategic leadership by managing the internal audit unit. Reporting administratively to the CEO and functionally to the Audit and Risk Committee, the successful candidate will strategically manage, develop, maintain and implement audit measures to minimize risk while ensuring maximum compliance with applicable legislation and regulations within the Johannesburg Development Agency. Manage the completeness of working papers and audit related documentation for quality review purposes. Provides leadership and management to ensure the mission and core values of the company are put into practice.

Key Responsibilities: Develop a flexible annual audit plan by using an appropriate risk-based methodology and submit to the Audit Committee for review and approval. Plan audits to include key operational data and scope areas as defined by risk assessment and operational audit manual. Manage the preparation of quality reports that clearly highlight internal control weaknesses and risks, as well as areas of strength, identified. Ensure appropriate evaluation and monitoring of corrective actions. Communication of audit results through clear, concise and effective audit reporting. Coordinating the follow-up process of both internal and external audit reports, to ensure the audited unit reports follow-ups on a timely basis and in-line with timelines. Manage the planning and execution of financial audits in line with regulations; audit scope and objectives; verifying audit programmes. Manage the verification and assessment of risks and internal controls by reviewing areas of noncompliance; overseeing manual and automated financial processes; reviewing process weaknesses and inefficiencies and operational issues.

Requirements: A Bachelor’s degree in Internal Audit/Finance/Accounting or equivalent. A minimum of 10 years’ experience, 3 years at executive level. Extensive knowledge of PFMA, MFMA, Treasury Regulations and IIA standards, internal audit methodologies, tools, systems and procedures, Risk Management Framework, King IV and King Code. Certified Internal Auditor (CIA) and/ or Professional membership with IIA. Understanding of government environment both at national, provincial and local sphere. Sound proven leadership qualities and strong vision.
