Senior Manager: Strategy, Performance, Risk & Administration

PURPOSE OF THE POSITION:

Reporting to the CEO, the role will provide strategic direction and leadership to the management and executive management teams, by identifying strategic opportunities that will respond to the CoJ’s focus areas, evaluating the agency’s performance and providing corporate governance oversight. Facilitate and assist managers of the various business units in the identification, analysis and resolution of strategic issues within the business unit.

KEY PERFORMANCE AREAS:

  • The role will lead the strategic and administration unit by preparing a 5-year strategic plan for the JDA and delivering an approved business plan every year.
  • Set the long-term strategy and objectives for the Strategy, Performance Monitoring & Evaluation business unit, taking into account economic, social and international variables. Montor and manage the execution of the business plans and action steps set out in the business plan.
  • Lead the development of a risk management policy and strategy that clearly describes and articulates management stance, philosophy and attitude and vision for risk management.
  • Develop the overall organisational framework for managing risk.
  • Oversee the development, updating and amendments of all legally compliant templates and agreements.
  • Ensure the JDA receives legal support and advice, relevant legal knowledge is filtered through to the agency.

Education and experience required:

  • Minimum Bachelor’s degree or equivalent with a sound legal and regulatory knowledge.
  • Master’s degree or MBA will be advantageous
  • Approximately 10 years’ experience in a Strategy, Performance Monitoring and Evaluation, Risk, Compliance and Legal environment of which at least 5 years should be management experience Sound knowledge of IT systems and infrastructure

Manager: Strategy and Performance Monitoring

PURPOSE OF THE POSITION:

Reporting to the Senior Manager: Strategy, Performance, Risk and Administration the role will manage and coordinate the institutional performance, monitoring and evaluation management system.

KEY PERFORMANCE AREAS:

  • The role will provide technical oversight in developing and implementing monitoring and evaluation activities within the JDA.
  • Work with the Senior Manager: Strategy, Performance, Risk & Administration to prepare the business plan, performance reports and annual report for the JDA, aligned to the performance measurement frameworks.
  • Provide support to strengthen the monitoring and evaluation components of the JDA.
  • Lead and account for all monitoring and evaluation initiatives within the JDA.
  • Manage the implementation of the Service delivery and Budget Implementation Plan.
  • Direct the assessment of organizational and performance gaps within the different business units and report on corrective actions needed.
  • Provide input into the development of relevant strategic plans, forecasting model and operational plans and implementation of relevant policy and procedure.
  • Maintain that all expenses incurred by the unit are in line with the MFMA/PFMA and accounted for.

Education and Experience Required:

  •  Minimum Bachelor’s degree or equivalent with a sound strategy and performance monitoring knowledge.
  •  Master’s degree or MBA will be advantageous.
  •  Minimum of 5 years’ experience in a Strategy and Performance Monitoring and Evaluation environment.
  •  Sound knowledge of Public Sector legislation, e.g. MFMA, National and Provincial Treasury Regulations, Monitoring and Evaluation systems and methodologies, Performance Management systems

Executive Support: CEO’s Office

PURPOSE OF THE POSITION:

Reporting to the CEO the role will provide administrative and secretarial support to the Chief Executive Officer, administer projects and ensure the smooth running of the CEO’s Office.

KEY PERFORMANCE AREAS:

  • The role will provide administrative and secretarial support in managing the diary of the, scheduling CEO’s meetings, conference and teleconferences so that there is effective use of the CEO’s time.
  • Manage the entire administration for Office of the CEO.
  • Assist the CEO in carrying out personal tasks.
  • Screen incoming telephone calls, taking detailed messages, and attending to telephone queries on behalf of the CEO.
  • Manage e-mail correspondence on behalf of the CEO.
  • Prepare routine correspondence and compile data, statistics and other information.
  • Prepare documents (memo’s, presentations, minutes, reports, etc.) for review and presentation at the relevant Committees including EXCO.
  • Maintain an updated document management system to safeguard information and allow for retrieval of records, as and when required.
  • Handle and coordinate all Projects related administration for the CEO’s office.

Education and experience required:

  • Minimum relevant Secretarial / Office Administration Diploma or Certificate (NQF Level 5) or equivalent.
  • Bachelor’s degree in business administration will be advantageous.
  • Minimum of 5 years’ secretarial or administrative experience for an Executive/Senior Management level position.
