As the City of Joburg’s Development Agency, the JDA is tasked with restructuring the space economy to give poor households better access to well-located accommodation, jobs and markets; optimise land use and energy consumption; and improve living standards and mobility for large numbers of people in well serviced and managed transit neighbourhoods.

Senior Manager: Internal Audit X2
PURPOSE OF THE POSITION: Reporting to the Chief Audit Executive he role will maintain and implement audit measures to minimize risk while ensuring maximum compliance with applicable legislation and regulations within the Johannesburg Development Agency.
KEY PERFORMANCE AREAS: The role will be responsible to provide key input in the development of an Annual Audit Plan and three Year Strategic Plan with regard to financial, operational and performance audits
- Provide input in ensuring that planning for Audits is done quarterly and in advance and resources are correctly allocated based on skills required and availability. Audit Planning: Manage the Implementation of the annual audit plan per project as approved by the Audit Committee, encompassing resource planning, project scoping, budget and time planning, and stakeholder engagement. Audit Execution: Manage the execution of audits in line with regulations, audit scope and objectives
- Perform execution of adhoc audits as requested by CEO/Audit Committee/Board. Management of Compliance with Audit Methodology and Standards: Review all audit working papers to ensure
complete and adequate execution of the audit procedures. - Manage the monitoring of compliance with established internal control procedures by examining records, reports, operating practices, and documentation. Oversee the preparation of audit findings and the development of value-adding recommendations
Education and experience required:
- Minimum Bachelor’s degree in Internal Audit/ Finance or equivalent
- Registration with any professional body will be advantageous
- Minimum 7-10 years’ experience in the Audit environment, of which 3 years must be at Senior Management level
- Extensive knowledge of PFMA, MFMA, MSA, Treasury Regulations and IIA standards
- Extensive knowledge of internal audit methodologies, tools, systems and procedures
- Extensive knowledge of Risk Management Framework and King Code
- Advanced MS Word and EXCEL skills

Senior Manager: Supply Chain Management
PURPOSE OF THE POSITION: Reporting to the Chief Financial Officer, the role will manage Supply Chain Management (SCM) processes, controls and procedures to ensure goods and services are procured in the correct quantities, at the right time and at the right price, in accordance with applicable legislation. To further direct activities concerned with the disposal of assets, management of contracts and the monitoring of supplier performance in the delivery of goods and services procured for the JDA.
KEY PERFORMANCE AREAS: This role will be responsible to lead the implementation of the procurement process (i.e.tenders, quotations)
- Develop, review and update SCM policies, and monitor compliance with legislation and industry standards. Contract Management: Monitor the signing of service contracts following tender approval in consultation with Legal and key stakeholders
- Monitor the timeous renewal of contracts prior to contract expiry date and the development of new contracts to ensure contract close-out, extension or renewal takes place
- Supplier Performance Monitoring: Lead the evaluation of suppliers on a quarterly and / or annual basis to discuss supplier performance and compliance issues
- Monitor adherence to stipulations of the contract conditions and contractor performance
- Monitor compliance with legislation and industry standards, in all supply chain activities
- Manage and establish processes for checking of SCM compliance with the instructions of National Treasury and other legal instructions and bodies
Education and experience required:
- Minimum Bachelor’s degree in Supply Chain Management or equivalent
- Any Leadership qualification will be advantageous
- Minimum 7-10 years’ experience in Supply Chain Management, of which 3 years must be at Senior Management level

Communications and Marketing Manager
PURPOSE OF THE POSITION: Reporting to the Senior Manager: Communications, Marketing and PR, the role will manage marketing, brand management and internal and external communications, to promote the corporate image of the JDA.
KEY PERFORMANCE AREAS: The role will be responsible for Communication & Marketing Operational Strategy Planning and Implementation: Input into the development of communication, marketing and public relations strategy in consultation with the line manager
- Develop and implement the annual marketing and communication strategic plan
- Input into the development of marketing and communication policies and procedures, and monitor the implementation therein
- Develop an annual internal communications plan
- Facilitate internal communication to ensure that all employees have access to relevant information
- Facilitate the communication of organisational initiatives and projects successfully to employees and stakeholders
- Arrange and organise communication forums for creating awareness and engagement e.g. monthly business sessions
- Monitor that internal communications messages are consistent across all mediums and across different departments of the organisation
- Create awareness and promote the JDA mandate externally through the management of events, monitoring adherence to branding
- Develop and implement the annual marketing plan of the JDA including all activities related to the media, conference exhibitions, sponsorships, awards, advertisements, corporate videos and multi-media presentations.
Education and experience required:
- Bachelor’s degree in Marketing/Communications/PR or equivalent
- Any Leadership qualification will be advantageous
- Minimum 5-7 years’experience in communications, PR and marketing environment
- Sound knowledge of Communication and Marketing strategies
